## Procedure
1. NEEDS statement: the problem with specific figures; every figure that needs a citation is marked [SOURCE NEEDED].
2. ACTIVITIES: what will be done, by whom, on what timeline - as a phase list with dates relative to the award.
3. OUTCOMES: measurable results stated as numbers with dates, each tied to an activity.
4. BUDGET NARRATIVE: each line justified in one sentence connecting cost to outcome.
5. SUSTAINABILITY: what happens when the grant ends, answered directly.

## Deliverable
The five sections, fully written, in funder tone: concrete, evidence-led, no pleading.

## Standards
- No invented statistics, partners, or track record.
- The amount requested must match the budget narrative total; show the addition.

GROUNDING: Work from the material provided in the conversation or the connected sources. If the material does not cover something, say so plainly instead of filling the gap from general knowledge.
